The CLF Strategic Plan-2012-2013-Operational Goals and Objectives
Objective 1-To support all of our Academies on their journey to sustained Outstanding performance through partnership, support and collaboration
- We will support the collaboration between our Academies to accelerate their improvement and embed their “outstanding” performance through a process of shared learning across our community.
- We will work together to identify, share and embed outstanding teaching and learning strategies that will have a transformational impact on classroom practice
- We will work with our sponsors and other partner organisations to ensure that the impact of the relationship is felt as widely as possible across the federation
- We will work alongside national and international partners to contribute to and learn from the best education systems in the world

Operational Goals and Objectives for 2011-12 to help us to achieve Objective 1
- The CLF SLT will participate in learning reviews across the different Academies, each lead by one of the Academy Principals in an Academy other than their own
- The CLF SLT will appoint a School Improvement Partner (SIP) to bring a level of external challenge to our learning reviews
- The CLF Satisfactory to Good coaching programme for teachers led by BBA staff in partnership with all CLF Academies will develop the confidence and competence of teachers to move from Satisfactory to Good. A team of CLF Outstanding teachers will work together to share the best effective learning strategies in the CLF. This will be led by JCA teacher in partnership with all CLF Academies
- The CLF Academy support provision in English and Maths will continue to provide one day per week per Academy support in these subjects in 2011-12
- The CLF Curriculum Network meetings and the one day conferences planned for 31 October 2011 and 6 July 2012 will focus on sharing the effective practice taking place in and across the CLF
- Our teaching school alliance including our partnership with UWE will add additional capacity to the CLF and bring new areas of expertise that we can learn from
- The second CLF International study tour to Finland in May 2012 will enable a team of CLF staff who learn from educational practice in another part of the world building upon the benefits from the 2011 visit to Boston USA

Objective 2-To develop, support and train our staff so that they can be inspirational leaders, outstanding teachers, and excellent supporters of student learning
- We will create a talent management programme for staff that supports the development of inspirational leadership at every level of the federation
- We will deliver high quality professional development for all staff in order to develop a federated learning community
- We will ensure that there are unique enrichment, development, and support opportunities available to all students through our relationship with sponsors and other partners that makes the Cabot Learning Federation the first choice for students in our part of the city
- We will create opportunities for students from different Academies within the federation to learn together and develop as leaders becoming ambassadors for the federation in our community
- We will collaborate as a federation to design and deliver outstanding level 3 post 16 outcomes for all students.
- We will embed outstanding federation governance to support & challenge federation performance

Operational Goals and Objectives for 2011-12 to help us to achieve Objective 2
- Four CLF Leadership programmes will continue into 2011-12.
- Emerging Leaders Cohort 5 and 6 in Bristol
- Emerging Leaders Cohort 2 in Weston super Mare
- Emerging Senior Leaders Cohort 2
- Middle Leaders School Improvement Programme Cohort 1
This will take the numbers who have completed the Emerging Leaders programme in Bristol and Weston super Mare to 135, & the Emerging Senior Leaders to 45
- The CLF CPD programme will include the curriculum network meetings and CLF teaching and learning conferences but will be enhanced in 2011-12 with the following CPD opportunities:
- The first CLF Teaching School Summer School in July 2012 at UWE
- The annual Leadership seminar in July 2012
- The invitation to all CLF Academies to host colleagues from other Academies on their own INSET day
- The CLF Principals will facilitate exchanges for staff between the Academies in term 6 2011-12 to broaden the experience of staff who would benefit from shared learning another Academy
- Our students will continue to have opportunities to work and learning together. In 2011-12 this will focus around the following:
- The CLF VI Form Year 12 Teachers for Tomorrow Programme
- The re-launched CLF Federation VoicePost 16 CLF Sports teams who will use the curriculum model in place in 2011-12 to play competitive sport on Wednesday afternoons
- Post 16 CLF Arts students who will perform again at the Edinburgh Fringe Festival. (The performances in summer 2011 take place between August 23 and August 27 2011)
- The CLF VI Form will move into year 2 with all Y12 and Y13 students working in a collaborative VI Form. The development of the post 16 model into a new and substantive structure from 2012-13 will be a key strategic priority discussion for 2011-12
- The CLF Governance structure will expand in 2011-12 to accommodate HPA and KOA. The key areas of development next year will be the following:
- Induction for new Academy Councillors
- A closer relationship between the board and council agendas, including the following Big Questions for 2011-12 (The following are suggestions that would reflect the point in the Academic year where the issue is relevant for the board and council)
i. Meeting 1-Which student groups performed the best in the 2011 exams and which student groups need further support (September Meeting)
ii. Meeting 2-How are students in Year 11, 12 and 13 being tracked to ensure that they meet the targets that have been agreed with the CLF Learning Committee? (November Meeting)
iii. Meeting 3-How effective is the role of Middle Leadership across the Academy and CLF? How do we know and how does this manifest itself? (March Meeting)
iv. Meeting 4-How has the Academy benefitted from being a member of the CLF? What are new areas for development and which aspects of the partnership have not been successful? (May-June 2012 meeting)
- Each CLF Board member will spend a minimum of one half day per year visiting at least two Academies to work with the Executive Principal and Principal to understand the context of these Academies and their improvement agendas
- Each Chair of Academy Council will be a guest visitor at one Council meeting of another Academy to see how a different Academy manages their meetings
- Each Academy Council will contribute at least one councillor to the CLF Learning Committee and the CLF F and GP committee

Objective 3-To lead a sustainable future for the Cabot Learning Federation so that outstanding performance can be secured for future generations of students in our Academies
- We will provide outstanding support and development for all staff so that we recruit and retain a high calibre workforce in our academies to deliver outstanding teaching & learning
- We will enable our Academies to focus on their core business of teaching and learning by deliveringa quality support service that represents value for money
- We will work together to engage and inform our communities about the outstanding educational experience across the federation in order to achieve our goal of having all of our Academies over-subscribed.
- We will take advantage of opportunities to share the effective practice of the federation with a wide range of educational partners, including our partner primary schools and other organisations interested in joining the federation
- We will develop new business opportunities and explore a wide range of commercial activity in order to sustain our Academies against any reduction in core funding that might reduce or limit educational opportunities

Operational Goals and Objectives for 2011-12 to help us to achieve Objective 3
- We will develop a CLF ICT Network team in 2011-12 that is capable of providing ICT network support to its Academies
- The CLF Central team will continue to provide high quality support and guidance to each Academy. We will engage an external provider to review this provision so that the findings can feed into the Big Question 4 in June 2012
- We will work with a cross section of our community partners to review and share the effective links that are making a difference to learning and community cohesion through three seminars that will take place during the academic year.
- Seminar 1-Understanding the challenge of being a new arrival to the UK
- Seminar 2-Understanding the challenge of teenage deprivation
- Seminar 3-Understading the challenge of recruiting BME adults into the education profession
- We will recruit and develop a team of parent champions who believe in the CLF partnership to articulate the benefits of federated work to the wider community beyond any single Academy
- We will widen and strengthen our primary partnership work to include two new primary schools in Bristol, two primary schools in S Glos and Weston super Mare and develop the CLF team to respond to this challenge
- We will work with the CLF Board to consider the development of CLF Primary Academies in East Bristol.
- We will use Teaching School Status to increase the income generation of the CLF so that each year for the next three years the surplus generated exceeds 150K
